What is with this sizing?

This is a gorgeous shoe, I am just not sure who can wear it. I wear a 9 1/2 but I ordered a 10 because the heal was so high. When the shoe came I could hardly get it on my foot. It was short and narrow. It was the perfect color I was looking for but unwearable. Oh well, back to shopping.
